An address specifies a location by reference to a thoroughfare or a landmark; or it specifies a point of postal delivery. Data used for address labels includes the Assessor database (city site addresses) and the Skagit County address database (rural addresses). This is a parcel based layer and is designed to overlay on parcel based layers.
